Morrisons Parking Change

in April 2023 –  new signage was noted in the Morrisons Hadleigh car park, as shown in the pictures:    “3 hours free then a £100 fine, no return within 2 hours”

However, when the store was approved in 2011, we were told it would  provide town centre parking as a public service.
Reportedly,  Condition 14 attached to planning permission CPT/511/10/FUL stated:

The car park for the supermarket hereby permitted shall be available for use at all times for customers and other town centre users, unless alternative arrangements are submitted to and formally approved by the Local Planning Authority.

REASON: In the vitality and viability of Hadleigh Town Centre.

In the PLANNING STATEMENT of August 2010 by Peacock &Smith Limited on behalf of  Wm Morrison Supermarkets Plc this was the text on parking.

“PARA 8.04 Parking provision will be 392 spaces, of which 22 will be allocated to disabled users
and a further 8 as ‘Parent and Child’ spaces. There will also be secure cycle parking provision for both customers and staff.
PARA 8.05 The proposed provision of car parking equates to a ratio of one space per 13 square metres gross floor area. This is slightly above the recommended PPG13 maximum of one space per 14 square metres but it is proposed that the car park also serves the town centre providing for linked trips and therefore the proposed parking provision is consistent with overall transport policy.”

In April 2023,  Supporters of Hadleigh Heritage received the following briefing;

This is to advise that Morrisons have recently introduced Camera parking management in their store in Hadleigh.
The parking conditions allow for a maximum of three hours free parking. There is an additional clause that states ‘no return after two hours’.*

The parking arrangement is managed by Euro Car Parks, headquartered in London. They will issue civil penalty notices for what they consider infringements of their parking conditions.

Please be aware (as far as we know at the time of writing) in cases of dispute any issue must be taken up with Euro Car Parks directly and NOT with Morrisons.

Please note there is a London telephone number on the sign but if called the only option given is a facility to pay a penalty. Any other parking issues must be communicated to Euro Car Parks in writing.

There should also be details of how to pay etc., on any ‘Parking Charge Notice’ received although it may be called a PCN.

* At the time of writing it is unclear what ‘no return after two hours’ means and how for example it applies to two or more short visits. We are trying to get clarification.
